TVs with CEC enabled will send a power-off command to the media player when the TV is turned off, but when the TV is powered back on, the TV does not send the power-on command to the media players, so the media player will remain powered off.
The solution is to turn off the CEC Switch:
Press the settings button on the remote
Select Apps, then See All Apps
Select Droid Settings, Open and then HDMI CEC
Turn off the CEC Switch
